Copy and pasting large files through RDP

I have some users who are copying large folders from thier RDP session and pasting it locally. It is taking up our bandwidth. While I don't want to prevent users doing this I would like to try and limit the size of folder or bandwidth in some way.

Is there any way of doing this?
