2008 R2 Terminal Greyed Out Areas

I wiped our server and did a fresh install of 2008 R2 with Terminals services. The problem is that as admin I can access the internet options/Security/Trusted sites and have full functionality. As a user I can access everything but the "Security level for this zone". I have looked at lots of similiar issues with great ideas or fixes but none seem to cure my problem. I need the users to have access to this so I can change settings so they can access an important web site.

This server is part of a domain but isnt a DC.
