SPLA Provision vs Actual

Hoping someone can advise on  the following

Scenario: Provide RDS servers to customer under SPLA. Control access to RDS environments for customer via group (.i.e no one has access to RDS environment without being in the group and therefore locked down). As SPLA is a pay as you go environment how is the best way to provision the SALs on the server without constantly going in to deactivate / activate SALs or is this what we need to do so clearing hours SALs match no. of users in group? As an example lets say the RDS provisioned licence is 100 and there are 100 users access that month but the next month the customer lays off 5 people do we have to go in and change the SALs registered to 95 and then the next month they increase head count to 120 users accessing rds do we then for that month go in and change the SALS to 115? And so on and so on as every month there are changes? Or do we just always leave the SALs registered equal to or less as long as we report correctly the users accessing and show how its locked down to Group.
