Only log off user sessions Windows Server 2008

I have a Windows Server 2008 terminal server. I am trying to find a way to set it up to only log off user sessions after 30 minutes of being idle and disconnected sessions. I do not want it to log off the administrator session only user sessions. Does anyone know a way to accomplish this? In previous versions of Windows Server I could log into a console session which would not get logged off after I disconnected using the /console option this option seems to have gone away in Server 2008.
