Terminal Server Screen Resolution

We are using Windows XP embeded thin clients to connect to Windows 2003 Terminal Servers. Logging onto the console of the Win 2k3 Terminal server, right clicking the desktop and selecting properties - settings you can view the color quality which is set to "High (32 but)". The "display" settings on the RDP connection is set to High Color (16 bit). When the Thin client logs into the terminal server and checks the display setting it only shows 256 colors (8 bit). From my reading on Win 2k3 I should by default be getting True color (24 bit). There are group ploicies involved but I'm not sure where to look. How can I get the thin clients to view True Color (24 bit) when loging into the Win 2k3 server?
