Would an Attack on the RDS Service Cause it to "Defend" Itself by Becoming Inaccessable?

In a previous posting from 2 months ago, I complained that my WS2008 R2 was occassionally unreachable by RDS.

Well, it just happened again, and I noticed that earlier in the day, I got a lot of System Log entries as follows:

TerminalServices-RemoteConnectionManager Event ID 102
Remote session from client name a exceeded the maximum allowed failed logon attempts. The session was forcibly terminated.

Would such a flood cause RDS to make itself unavailable?
