Unable to make a successful connection using RDP8 protocol with WES7 - Disabling TLS1.2 Works - Why?

After installing the RDP8 KB’s (KB2574819, KB2592687) on my WES7 system I was unable to make a successful connection using RDP8 protocol. Connecting to Win8, Server 2012, or Windows 7 with the RDP8 updates installed would fail with a generic “Connection Failed”error message. Connections to RDP7.1 based systems (Win7, Server 2008) functioned normally.  

Logs on the server side revealed the following error: “An TLS 1.2 connection request was received from a remote client application, but none of the cipher suites supported by the client are supported by the server. The SSL request has failed”.

I am not quite sure yet why the servers, in this case all RDP8 machines by default, are rejecting TLS 1.2 connections. I have been able to make a successful connection after disabling TLS 1.1 and 1.2 on the client side.  In summary: out of the box, without disabling TLS 1.2 on the client side via the registry, connections to Win8, Server 2012, and Windows 7 with RDP8 update will fail.

Requesting help to provide some insight to why I would see the described RDP8 failure with TLS1.2 enabled with the WES7 OS and possibly how to resolve?
