Shared Drive "Unavailable" when viewed using "Net Use" command

I have a Windows 2003 Standard Edition SP2 running Terminal Services and I am trying to access a file on one of the client machines from within an application that refers to the file as V:\filename.txt

In RDP I am sharing the drive on the client and in windows explorer on the server I can see the drive as \\tsclient\c

I mapped the drive to V: in windows explorer on the server - and I can access it and manipulate the file when I am logged on as administrator - however the file is inaccessable to the application and if I use Net Use to view the shared drive it shows up as "unavailable".

I have seen some articles regarding user access tokens where standard users have been elevated and caused issues and I have seen articles regarding Symantec Antivirus which might interfere with drive sharing but none appear to apply to this case.

I have checked Group Policy and TS Policy and all allow drive sharing.

Any suggestions?
