Default Profile Customization

We have Windows server 2008 R2 Terminal server at one of our sites. We need default profile to have selected shortcuts. During the Audit we came acroos 3 different shortcuts which are present on the desktop.

1. Control Panel

2. Libraries

3. User Folder (Favorites)

We tried to look into following areas still we are not sure how these folders are appearing on desktop,

Public folder- Desktop

Default profile

Group policies are applied to other Terminal servers and they don't have these shortcuts so OU Policies are configured properly. I am not sure if it could be the local policies buta s per my research OU Policies should over right local policies.

any help to resolve this issue would be appreciated.
