Can I install both types of CAL License per User and Device both in the same server?

Hi, I'm working with Windows Server 2008 R2, now I reach the limit of license per device, but I know about the License per User, my question is ¿Can I use both at the same time? I want to give a license to 3 Users specifically. What should I do?
