some recipients don't get attachments

I have one site that is having an issue getting messages with attachments to some users. In-house User1 will send out an email with two attachements (a xlsx and docx file) to three different users and two of the users will receive the attachements just fine. The one user will receive the message but without any attachments. User1 then forwards the message to In-house User2, and User2 will then forward the same message with attachements to the user that did not receive the original attachments. The recipient receives that email with the attachements. This doesn't happen all the time but enough that it is a big problem for the ED.

I have gone throught the MS Exchange Toubleshooting Assisntant/Message Tracking and I have not found anything that that I can see that would cause this issue

At this point in time, I would like to know how I can find out if the mail server has stripped out the attachments from User1 and why it didn't stip them out from User2

We are running Windows 2008 R2, Exchange 2010 (v10.02.0318.001) and GFI

MailEssentials v2012 v20121218. I contacted GFI about the issue and the settings we have set up were correct in that outgoing emails with attachments, would not be stripped because the format was safe.

So, I am wondering how I can track this problem down? How can I tell that a message went out with attachments and which did not?

(Just as a side note to this - In-house User1 will send out messages with attachments to one of the board members and that user will be unable to open the attachment (PDF, docx, xlsx for example) on thier iPad but if user2 gets the message and forwards it on to iPad user, the iPad user will be able (sometimes) to open the attachments. That is from the same email from the ED - just doesn't make any sense)
