Processes running under user ID

I have rdp users who log in to run statistical jobs, spatial jobs (arcgis), etc. Many will start long jobs and then disconnect for several hours or days. If I open task mgr on the server, show processes from all users and sort by username, is it safe to say that if all processes for a user show zero cpu and the user is disconnected, no jobs are running under that user? I logged someone out yesterday who had been disconnected for several hours and had zero cpu use for all of his processes, but he thinks I killed a job of his.

Whatever happened, it wasn't a huge problem and there's no animosity - I tell people during training that I'll log them out if they're disconnected and not running anything. Some servers have several users running pretty big jobs, and sometimes there will be users whose jobs appear to have finished (according to cpu usage), but they're still using a lot of memory. When I start to get complaints from people who are currently working on the server, the first thing I do is log out users who are disconnected and not doing anything.

Any thoughts? Also curious how other TS admins handle these situations.
